I don’t make custom themes, just blog headers. What you could do is find a theme (layout) you like and change the colors by making changes in the CSS coding (save a copy first). The twenty-ten theme (WordPress) gives you the ability to change the header and background (in the “appearance” section of the dashboard). I don’t know if that would be enough to meet to your liking, but it’s an option. You might also try the Swift theme, which also has a lot of color options. It used to have a free option, however I don’t know if it still does.
